Model rules of the Academic Council in
a higher educational institution and the order of its election


1. General Provisions

The standard rules for the activity of the Academic Council of a higher educational institution (hereinafter referred to as the Rules) have been developed in accordance with paragraph 9 of Article 44 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education".
The Academic Council of a higher educational institution (hereinafter - the Academic Council) is one of the forms of collegial management of a higher educational institution.
In its activities, the Academic Council is guided by the legislation of the Republic of Kazakhstan, these Rules, as well as the charter of the higher educational institution (hereinafter - the university).
The activity of the Academic Council is based on the publicity of the collective discussion of the issues falling within its competence.

2. Staff, structure and functions

The Academic Council and the procedure for its election
The Academic Council is created by the order of the head of the university.
The Academic Council may include the head of the university, deputy heads, heads of structural units, representatives of the faculty, students and public organizations of the university.
The head of the university is the chairman of the Academic Council (hereinafter - chairman).
The Chairman appoints the Deputy Chairman.
In the absence of the chairman, his duties are performed by his deputy.
The Chairman organizes the work of the Academic Council and ensures its activities in accordance with the legislation of the Republic of Kazakhstan and these Rules.
The Academic Council organizes its work on the basis of the approved work plan for the academic year.
Meetings of the Academic Council are held at least once a month in accordance with the approved work plan for the relevant academic year.
Meetings of the Academic Council are eligible when at least 2/3 of its members are in attendance. On the impossibility of attending the meeting for valid reasons, a member of the Academic Council must inform the chairman in advance.
Decisions of the Academic Council are considered adopted if the majority of the members of the Academic Council vote for them.
